Over the last few years, global energy demand has risen, and this trend is expected to continue. Almost all European Union (EU) countries are suffering from a shortage of energy services. Annually, EU fossil fuel energy production falls; for example, in 2014, gas production fell by 11.2% compared to 2013. Energy imports, especially natural gas, have increased as a result of lower energy output. The EU is still heavily reliant on fossil fuel imports (oil and gas), and the cost of EU energy imports in 2017 increased by 26% (€266 billion).

Romania: Basic Principles for Strengthening the National Packaging Waste Management System

A report by Ecologic Institute and Climact shows that the draft National Energy and Climate Plans presented by governments at the start of 2019 are in acute need of improvement. They suffer from inadequate targets and insufficient details on the policies and financing needed to move towards net-zero emission economies in Europe. Member States also need to do better in involving their national stakeholders in providing input to the plans, to benefit from their expertise and to get them on board for future policies. Good practice examples exist around the EU to serve as inspiration for the final plans due by the end of the year.

This annual report summarizes WtERT-Germany's activities, like the outcome of the website's relaunch, our consultancy projects in Croatia and Tunisia as well as hosting/delegation of guests in 2018. In addition, it gives a glimpse of what we are about to do in 2019.

This Study to assess the implementation by EU Member States of certain provisions of Directive 1999/31/EC on the landfill of waste, carried out for the European Commission’s Directorate-General for Environment (DG Environment), investigates the situation in the 28 Member States of the European Union (EU) as regards the landfilling of untreated non-hazardous municipal solid waste.

The overall EU policy for solid waste is described in details, in numerous Directives; of which dominant position possesses the Waste Framework Directive, the Landfill Directive, the Di-rective on the Incineration of Waste, the Directive of Packaging Waste etc. In addition to these, there are Directives that target specific waste streams (such as WEEE, ELV, batteries, etc.). The EU policy on wastes sets ambitious targets that provide strong motives for the development of a dynamic market and for creating large-scale investments on SWM projects in the coming years. The challenge for the next EU programming period (2014 – 2020), as resulting from the new requirements set by the Framework Directive on Waste (2008/98/EC), emphasize on the hierar-chy of waste management, like the prevention of waste and sets two new recycling and recovery targets to be achieved by 2020.

Many Central and Eastern European countries are under pressure because of their accession to the European Community (EC) and the related demands e.g. to reach the necessary standards of infrastructure especially regarding the environmental sector. Similarly, Eastern European states that are (currently) not willing or prepared to join the EC such as Ukraine or Russia are starting to develop a national waste management infrastructure.

Cities all over the globe have been joining the Zero Waste movement regardless of their starting point, economy, size, or any other factor.

In the past decade, one of the main topics analyzed in the waste management area is how to dispose of the large quantities of municipal solid waste (MSW).

In Romania, as well as in other countries around the world, the impact of waste on the environment has increased at an alarming rate during the past 20 years. The inappropriate management of this problem has caused soil, subsoil and groundwater contamination, fugitive emissions of methane and toxic gases, with direct impact on the public health.

In most developing and emerging countries, collecting, sorting and recycling of waste provides income to thousands of people of the informal sector. They work in the streets, at dumpsites, landfills, transfer stations or at separation plants. The informal sector is an important actor in collecting, recycling and valorising recyclables and organic waste from households and businesses. However, legitimising the activities of the informal sector and integrating them into the formal solid waste system is being regarded as a challenging process that takes a long time and requires the full commitment of all stakeholders involved. As the informal sector is often regarded as little profitable, not organised and not trustworthy, only few cooperation models between the public, private and informal private sector have been initiated so far.

Bio-drying is an aerobic pre-treatment of municipal solid waste that shows its best performances when the waste has a high moisture content. This is a typical characteristics of the waste of low-income countries. The bio-drying process exploits the exothermic reactions developed in the core of the waste thanks to a regulated aeration. The aim is the generation of a material with a higher Lower Heating Value (LHV), using a little part of volatile solids present in the waste.

The term "contaminated site" is not legally defined in Romania.
