This Outlook can help decision-makers understand the direction in which we are heading and help to assess which policies can support a more circular economy. The OECD stands ready to assist governments in making this transition by designing, developing and delivering better resource efficiency policies for better lives.

A report by Ecologic Institute and Climact shows that the draft National Energy and Climate Plans presented by governments at the start of 2019 are in acute need of improvement. They suffer from inadequate targets and insufficient details on the policies and financing needed to move towards net-zero emission economies in Europe. Member States also need to do better in involving their national stakeholders in providing input to the plans, to benefit from their expertise and to get them on board for future policies. Good practice examples exist around the EU to serve as inspiration for the final plans due by the end of the year.

In order to comply with EU legislation, Estonia is in the process of establishing integrated waste management.

This Study to assess the implementation by EU Member States of certain provisions of Directive 1999/31/EC on the landfill of waste, carried out for the European Commission’s Directorate-General for Environment (DG Environment), investigates the situation in the 28 Member States of the European Union (EU) as regards the landfilling of untreated non-hazardous municipal solid waste.

The structure of the gas sector in Poland is monopolized by the Capital Group of the Polish Oil and Gas company. The company’s main areas of activity are: exploration, exploitation of natural gas and crude oil, as well as import, storage, marketing and distribution of gas and liquid fuels. Natural gas comes from two sources – imports (68 %) and domestic production (32 %). Natural gas is imported mainly from Russia. Small amounts are also imported from Turkmenistan, Uzbekistan, Germany, Ukraine and the Czech Republic.

There has been a sharp increase in the amount of litigation regarding the European Union Emissions Trading Scheme in recent years. Cases revolve mainly around the limits of the Commission’s discretion in reviewing National Allocation Plans (NAPs).

Pääsküla landfill is the largest municipal waste landfill in Estonia which was established 1972 and closed 2003. The landfill was closed down during 2003-2006 within ISPA (The Instrument for Structural Policies for Pre-accession) project. At the moment of closing down its volume was 4,5 million cubic metres, relative height 29 metres and its area nearly 30 hectares. The total cost of the project was 11 225 009 EUR (175 633 228 EEK) including V.A.T 18 per cent. Objectives of the projects were to minimize the environmental impacts in a long perspective against main hazards as contamination of groundwater and surface water, landfill gas leakage, health hazards to neighbourhood dwellings and nuisance like smell, fly trash, gulls and other birds and rodents.

On behalf of the German-Baltic Chamber of Commerce in Estonia, Latvia, Lithuania e.V. and financed by the German Federal Ministry for the Environment WtERT Germany was to prepare a strategy paper for sustainable waste management in the Baltics and organize a workshop with clear recommendations and impulses.

Over the last few years, global energy demand has risen, and this trend is expected to continue. Almost all European Union (EU) countries are suffering from a shortage of energy services. Annually, EU fossil fuel energy production falls; for example, in 2014, gas production fell by 11.2% compared to 2013. Energy imports, especially natural gas, have increased as a result of lower energy output. The EU is still heavily reliant on fossil fuel imports (oil and gas), and the cost of EU energy imports in 2017 increased by 26% (€266 billion).

My presentation is driven by the rejecting attitude we have faced during the establishing process of the very first mixed municipal solid wastes MBT terminal in the Baltic states. During the preparatory phase of the presentation, the presumable cause for the doubts of local Estonian officials became evident – sorry to say, but it all starts from the existing and emerging European legislation. MBT technology, especially processing mixed solid wastes and the subsequent products is described in a number of EU documents that regulate waste handling in a manner that allows them to be held an evolutionary deadend, if desired. Ecocleaner has been engaged in investigating MBT problems for four years. We operate the Baltic first mixed municipal solid wastes MBT terminal since the 1st of January, 2008. The aim of the presentation is to introduce a possible utilization field that is already tested in practice, and the associated problems. In 2001, the European Environment Agency (EEA) published the report "Reporting on environmental measures: are we being effective?" which concluded that more information on the effects and effectiveness of EU measures is needed. Later, in 2002, the 6th Environment Action Programme called for an improvement of the process of policy making through: - ex-ante evaluation of the possible impacts, in particular the environmental impacts, of new policies including the alternative of no action and of the proposals for legislation and publication of the results; - ex-post evaluation of the effectiveness of existing measures in meeting their environmental objectives. - (Session A1: Waste management policies)
