Solid Waste Management (SWM) is a very challenging activity all over the world, especially with the rising world population, the growth in industrialisation and the expansion of urbanisation. Land scarcity and environmental and public health implications are raising serious concerns on the landfilling of solid waste as a disposal route. It is, therefore becoming exceedingly urgent, for the Arab region, to develop and implement disposal methods for MSW that is cost effective and environmentally sustainable.

To date, Southern Mediterranean countries have hosted a limited number of projects under the Clean Development Mechanism. This study examines existing and emerging activities in Southern Mediterranean countries that could fit into new market-based mechanisms.

Almost in all Arab countries general waste management concepts are still in the initial stage. Partly suitable laws were passed and some administrative structures have been established, but technical implementation, management, monitoring and financing of appropriate waste management systems are still considered to be a major challenge.

Amman occupies an area of 528 km square, representing 3.2% of the total area in Jordan. Whereas the average population reached 1.8 million in 2003, and expected to reach 3 million in 2010. Greater Amman Municipality services around 40% of the total population, which is about 4.6 million of capita. The old closed dump occupies 340 dunums (1dunum=1000m2) in Wadi el Qattar, and it lays between 155-157 N° and 248-251 E°, according to Palestinian Grid, (Tadros, 1995).

Landfilling has been used for many years as the most common mean for solid waste disposal generated by different communities (Komilis et al 1999). Despite the intensive efforts that are directed to the recycling and recovery of solid wastes, landfills remain and will remain an integral part of most solid waste management. Solid waste disposed in landfill usually subjected to series of complex biochemical and physical processes, which lead to the production of both liquid and gaseous emissions. As water percolates through the solid waste matrix, leachate produced which contains soluble components and degradation products from the refuse. Green house gases such as methane and carbon dioxide are generated during the stabilization of solid waste organic fraction. Volatile components of the solid waste tend to be emitted into the atmosphere with the evolved landfill gases.
